Candidate Assertions
What is it?
Draft units of organizational understanding that still need governance.
A Candidate Assertion is a possible Assertion derived from a Knowledge Source before review and approval.
Candidate Assertions are not published Organizational Intelligence. They must move through governance before they can be expressed in answers.
Organizational Reality
A policy specialist reads a new handbook section and says, “This means managers cannot approve that request directly.” Another expert agrees, but wants the wording checked against the source.
The organization has a possible piece of understanding. It is useful enough to consider, but not yet safe enough to govern decisions.
Why it happens
This commonly happens because expert interpretation starts as human judgment. It becomes organizational understanding only after the organization checks and governs it.
