What is it?
Atomic, governed statements selected because they apply to the question.
The Assertion is the atomic unit that makes Organizational Intelligence measurable.
Documents preserve information. Assertions preserve governed understanding.
Organizational Reality
A long policy contains ten important ideas, three exceptions, and one sentence that changes the answer for a narrow situation.
People quote the whole document, but the organization actually needs to govern the specific statement that applies to the question.
Why it happens
This commonly happens because documents are too broad to govern every decision precisely. Organizations need smaller, bounded statements that can be reviewed, approved, superseded, and applied.

Anatomy of an Assertion
Statement, canonical ID, lifecycle state, scope, applicability, authority, evidence, provenance, owner, effective period, version, lineage, relationships, and supersession history make the unit independently governable.
From source to governed intelligence
Knowledge Sources produce Candidate Assertions. Governance reviews and approves Assertions. Compilation and Publication make governed Assertions available. Resolution evaluates applicable Assertions, and Replay reconstructs their contribution.
The lifecycle
Candidate → Validated → Reviewed → Approved → Compiled → Published
Published Assertions can be active organizational understanding. Superseded and Retired identify Assertions that are no longer current.
