Compilation

What is it?

Preparing approved Assertions so the runtime can evaluate them consistently.

Compilation turns approved Assertions into a form the runtime can use reliably.

It does not decide the answer. It prepares governed intelligence so resolution can apply it later.

Organizational Reality

Policies exist. Guidance exists. Exceptions exist.

None of them have yet become Organizational Intelligence. They remain human-readable material that people must manually reconcile every time a question appears.

Why it happens

This commonly happens because approved understanding still has to be made coherent. Policies, exceptions, and boundaries must be organized before they can be applied consistently.
