Review and approval
What is it?
The governance work that decides whether a Candidate Assertion may become authorized intelligence.
Review checks whether a Candidate Assertion is supported, scoped, and understandable.
Approval is the organizational authorization step. Without approval, a Candidate Assertion should not become published Organizational Intelligence.
Organizational Reality
A subject-matter expert confirms that a proposed interpretation matches the policy. A department head says it sounds reasonable. Someone then treats the interpretation as active guidance.
The organization has mixed two different acts: checking whether the interpretation is supported and authorizing it for use.
Why it happens
This commonly happens because expertise and authority often sit in different places. The expert may know whether something is supported; the owner decides whether it may govern.
