Governed Answers
What is it?
Answers that show what Organizational Intelligence supports and what it does not.
A governed answer is useful because its basis remains visible: selected Assertions, evidence, authority, effective time, and any preserved limits.
A partial resolution can still be a governed answer when it settles what the sources support and refuses to invent what they do not.
Organizational Reality
An employee asks a direct question and receives a confident answer. The answer sounds plausible, but nobody can show which policy, exception, owner, or effective date supports it.
If the employee challenges the result, the organization has to defend an answer that may have been assembled from memory rather than governed understanding.
Why it happens
This commonly happens because organizations optimize for fast answers. Speed becomes risky when the basis, authority, and limits are invisible.
