Runtime Resolution
What is it?
The deterministic process that applies published Assertions to a question.
Runtime Resolution selects applicable Assertions, evaluates authority and precedence, preserves unsupported boundaries, and constructs the answer.
No Model means the canonical result is selected and constructed by deterministic governed rules. Optional assisted wording cannot change the selected Assertions, authority order, preserved gap, or canonical outcome.
Organizational Reality
Two employees ask the same question. Each receives a different answer because they rely on different sources.
One manager checks an old PDF. Another checks the current intranet page. HR remembers an exception from last year. The organization has no single moment where applicable understanding is resolved.
Why it happens
This commonly happens because resolution often happens inside each person's head. Different people choose different sources, so identical questions produce different outcomes.
