Scope, applicability, and effective time
What is it?
The boundaries that determine where, to whom, and when an Assertion applies.
Scope identifies the governed domain. Applicability conditions match facts such as role or request basis. Effective time prevents a statement from governing before it starts or after it expires.
These fields are part of the Assertion contract, not inferred presentation labels.
Organizational Reality
A policy is true for full-time employees, but not contractors. It applies in one region, but not another. It starts next month, not today.
Without those boundaries, a correct statement can become the wrong answer simply because it is used for the wrong person, place, or time.
Why it happens
This commonly happens because people remember the headline guidance and forget the conditions. Applicability and time boundaries are part of the meaning, not footnotes.
